They explain, how work package 1 examines the Ghanaian political economy structure to understand processes that support or hamper the sustainable energy transition in the health and energy sectors.<\/p><\/blockquote>\n\n\n\n<p><strong>Work package 1 aims to examine the\npolitical economy of a sustainable energy transition in the Ghanaian health\nsector. What are the specific aims of your work package?<\/strong> <\/p>\n\n\n\n<p>The specific\naim of work package 1 (WP 1) is twofold. First, at the national level, we aim\nto analyze the political economy structures that hinder or facilitate institutional\nchange towards a sustainable energy transition in the health and energy sectors.\nBy this, we seek to identify key decision makers or coalitions of change agents\nand the corresponding decision-making processes or their influencing factors,\nwhich have led to the emergence of the current institutional status quo. <\/p>\n\n\n<p><!--more--><\/p>\n\n\n<p>Second, at the\nmarket level, we seek to analyse the factors that have impact on the\ndecision-making behaviour of market actors in terms of the demand (adoption\/non-adoption)\nand supply <\/p>\n\n\n\n<p>(provision\/non-provision)\nof PV solutions in Ghana with respect to current technological advancement and the\nprevailing institutional framework. Thus, we seek to understand the factors\nthat influence technological change from the perspective of health facility\ndecision makers as well as enterprises and businesses. <\/p>\n\n\n\n<p>In pursuing\nthis line of research, we ultimately aim to contribute to the development of\ncontext-specific options and policy recommendations to strengthen governance\nstructures and promote the dissemination of market-based PV energy solutions in\nthe Ghanaian health sector.<\/p>\n\n\n\n<p><strong>How do you address these, what\nactivities have you planned or already started?<\/strong><\/p>\n\n\n\n<p>To address these goals, we conduct two separate studies. One\nfocuses on the national level (WP 1.1) while the other is centered on the market\nlevel (WP 1.2). For both studies, we structure our activities into four main stages.\nDuring the first stage, we conduct a comprehensive review of the relevant\nscientific literature and subsequently develop a conceptual model for the\nstudy. During the second stage, we develop data collection tools and conduct in-country\ndata collection exercises \u2013 both qualitative and quantitative \u2013 in Ghana. Upon\ncompletion of the data collection, the third stage consists of analyzing the\ncollected data. During the final stage, the team predominantly focuses on\ndeveloping working papers based on the results of the data analysis.<\/p>\n\n\n\n<p>Presently, we have completed the activities for stage one and\nare mid-way through those planned for stage two. Although the data collection\ntools have been developed, the empirical data collection exercise in Ghana cannot\ntake place at the moment due to the global Covid-19 pandemic. Therefore, it has\nbeen duly postponed to a later date. <\/p>\n\n\n\n<p><strong>What are the results so far, and the\nnext steps?<\/strong><strong><\/strong><\/p>\n\n\n\n<p>So far, we\nhave achieved several milestones for WP 1. Regarding WP 1.1, a review of both\ntheoretical and empirical literature on the political economy of sustainable\nenergy transitions has been conducted. Moreover, a research paper on <em>\u201cThe Political Economy of Sustainable Energy\nTransition: A State-of-the-Art Review\u201d<\/em> is currently being developed. In\naddition, a conceptual model based on an actor-oriented approach embedded in\ngame theory has been developed to enable an analysis of the factors influencing\ninstitutional change at the national level from an economics perspective. Furthermore,\nqualitative data collection tools have been developed and are continuously\nbeing reviewed.<\/p>\n\n\n\n<p>For WP 1.2, relevant\nscientific literature has been reviewed and a first draft of a state-of-the-art\nresearch paper on <em>\u201cThe Impact of Photovoltaic\nTechnology Diffusion in Developing Countries\u201d,<\/em> is currently developed.\nMoreover, a conceptual model for the market level study has been developed,\nbuilding on theories such as the Theory of Planned Behaviour and the Theory of\nReasoned Action. Additionally, the quantitative survey tool (questionnaires) has\nbeen developed and the software for data collection duly procured.<\/p>\n\n\n\n<p>Another achievement\nfor the overall EnerSHelF project has been the approval of the project and\nrelated fieldwork by the Ghana Health Service Ethical Review Committee\n(GHS-ERC). This \u201cEthical Clearance\u201d enables all project partners with\nactivities in Ghana to conduct their fieldwork at health facilities in line\nwith standard practice.<\/p>\n\n\n\n<p>Regarding our\nnext steps, we hope to be able to proceed with the qualitative and quantitative\ndata collection in Ghana as soon as the Covid-19 situation improves, and the\ntravel restrictions have been lifted. Generally, we anticipate that the data\ncollection activities will suffer significant delays due to the current\nsituation. She is co-director of the International Centre for Sustainable Development (IZNE) and head of the international MBA-program \u2018Corporate Social Responsibility (CSR) and NGO Management\u2019. In 2017 she has been appointed Vice-President of the European Association for Development Research and Training Institutes (EADI). &nbsp;Her main research interests include the political economy of social protection and health systems development, interactions between institutional change and the diffusion of technologies (focus: photovoltaics; &#8216;digital health&#8217;) as well as understanding preferences for research-practice collaborations.
